Procurement Manager

The Procurement function at ICAS is an exciting and freshly created function which will support their annual spend of £10 million. The successful incumbent will play a vital role in ensuring that their indirect business services are sourced competitively and accessible to the interfacing business units.

The Procurement Manager will operate in a standalone role and the successful appointee will individually deliver core procurement services across IT, Education and marketing and will be aligned to the finance function..

Job Purpose:

The Procurement Manager is responsible for ensuring that ICAS achieves best value from its external expenditure on goods and services (across multiple categories) and deliver cost savings and business improvement. The Procurement Manager will drive our best value & best practice procurement agenda, advise, support, influence and challenge the business in terms of procurement strategy, supplier selection, supplier consolidation and procurement controls.

Key Accountabilities/Tasks:

  • Support ICAS stakeholders to purchase goods and services in line with specified cost, quality and delivery targets.
  • Negotiate contracts, improve prices and terms of business with suppliers and review opportunities to make business savings utilising negotiation and procurement best practice tools and methods.
  • Deliver procurement-related benefits in line with the business plan through the application of best practice procurement activities and strong supply market knowledge.
  • Identification/ delivery of process efficiencies and business improvements across ICAS to deliver cost savings targets.
  • Identify and deliver supplier savings opportunities.
  • Act as an interface between suppliers and other relevant departments on purchasing processes and new projects and activities.
  • Ensure effective handover of contract to relevant ICAS relationship manager.
  • Monitor and report on ICAS stakeholders’ compliance with the Procurement and Supply Chain Policy, Process and Governance structure.
  • Ensure effective lifecycle management of ICAS suppliers including proactive contract renewal/ termination or alternative sourcing.
  • Oversee Supplier Performance Management for all key suppliers and ensure corrective actions are implemented where necessary.
  • Responsible for the quarterly Key Supplier Dashboard, detailing the Supplier Performance metrics.
  • Monitor and advise on any 3rd Party Supplier risks/ issues which present risk to ICAS.

Requirements:

  • Chartered Institute of Procurement & Supply (CIPS) or studying towards CIPS qualification is essential.
  • Previous experience of working within a purchasing team with demonstrable strategic procurement experience and negotiating skills.
  • Knowledge and demonstrable experience of initiating, developing, and executing effective sourcing approaches/ strategies.
  • Strong procurement-related skills set (including sourcing, supplier management and supply market analysis). (IT and cross category experience desirable).
  • Ability to review and analyse key external trends and influences to ensure that a wide range of information is used to support the development of strategy in line with the planned overall business direction.
  • Ability to manage and influence stakeholders at all levels of the organisation.
  • Able to add value, reduce costs and drive and input business improvements.
  • Ability to deliver to tight timescales and changing priorities.
  • Computer literate, with strong Excel, Powerpoint skills/abilities.

Organisation

The Procurement Manager will initially report directly to the Chief Financial Officer whilst procurement practices are defined and established, before moving to report to the Finance Director.
